 1. Entry Permits – ILP & PAP (Mandatory for Tourists)

Since Naharlagun is in Arunachal Pradesh, travelers must obtain special permits before entering.

 Inner Line Permit (ILP) – For Indian Citizens

Mandatory for all Indian tourists visiting Arunachal Pradesh.
✔ Apply online: Arunachal Pradesh ILP Portal
✔ Available offline at Arunachal Pradesh government offices in Delhi, Kolkata, Guwahati, Shillong, Itanagar.
✔ Required at Banderdewa Checkpost (Assam-Arunachal Border).

 Documents Needed:
✅ Valid Government ID proof (Aadhaar, Passport, Voter ID, etc.)
✅ Passport-size photo

 

 Protected Area Permit (PAP) – For Foreign Tourists

✔ Required for all foreign nationals visiting Arunachal Pradesh.
✔ Available from:

  • Ministry of Home Affairs, New Delhi
  • Foreigners Regional Registration Offices (FRROs)
  • Arunachal Pradesh government offices
    Minimum of 2 people must travel together (solo foreign travelers not allowed).

 2. Road & Transportation Safety

Naharlagun does not have an airport, but it is well-connected by road & rail.

 Road Conditions & Travel Tips

Hilly terrain – Roads are steep, winding, and prone to landslides.
Avoid night travel – Roads are poorly lit, and fog can reduce visibility.
Hire an experienced driver – If renting a car, ensure the driver is familiar with mountain roads.
Keep extra fuel – Petrol pumps are scarce after Naharlagun.

 Recommended Route from Guwahati:
Guwahati Tezpur Banderdewa Naharlagun (Approx. 10 hours drive).

 Best Transport Option:
Take a shared Sumo (SUV taxi) from Guwahati (₹700-₹1200 per person).
Take a train to Naharlagun Railway Station, then a taxi into town.
